First and foremost, I see that you're very slowly starting to increase your usage of shadows/highlights, which is great. You can notice right away, where there's a thicker use of them on the tails, it immediately makes them appear like they are thicker/rounder! This is a good start. <img src="e.deviantart.net/emoticons/s/s…" width="15" height="15" alt=":)" data-embed-type="emoticon" data-embed-id="391" title=":) (Smile)"/> I would suggest adding this same bulk amount of shadowing for things like the dress and hair, as it will give them more body.

I also notice you have started adding some more detailing to the hair, which is also a great start! I would increase upon these little detail lines, and incorporate shadows into them- each line can define or separate a specific clump/strand of hairs- so each of these clumps can have their own shadow.

There are some issues with anatomy, mainly with the shoulder/clavicle area. The legs could also use a bit more form/definition of the calf muscles. As for the clothing, the ruffles are a great small detail to add to the clothing. The dress's shadows could use some work, where I feel as though the fold shadows should be more vertical-oriented, instead of as horizontal lines. Clothing drapes downwards, not vertically. <img src="e.deviantart.net/emoticons/s/s…" width="15" height="15" alt=":)" data-embed-type="emoticon" data-embed-id="391" title=":) (Smile)"/> With the details of the ruffles, take that idea and apply it to the main dress too! The dress should have it's own larger version of what you've drawn with the ruffles, where the fabric can be draped- and the bottom line will loop around instead of being straight.

Lastly, I'd like to comment on the background. It seems as though it could have had a little more time spent on it.. I might suggest that instead of drawing the classic geometric-lined star, that you make yourself some photoshop brushes! I actually made a tutorial on this very thing, so if you're interested, take a look at it... but spending the time to make a beautiful star/sparkle graphic, and then being able to use it en-masse makes backgrounds like this super easy, and looks amazing. <img src="e.deviantart.net/emoticons/s/s…" width="15" height="15" alt=":)" data-embed-type="emoticon" data-embed-id="391" title=":) (Smile)"/> You can also expand it into different patterns, to make things like heart backgrounds, bokeh, etc.
